Can Democracy Work?

The existing treaty regimes concerning space use international maritime law as a precedent for law in outer space. Prominent in that is the authoritarian role of the Captain of the vessel. This is appropriate and reflects the reality of life depending on the efficient operation of the vessel. How could a civil settlement exist in this regime? Is there room for a democratic government? How could the owners of the vessel coordinate with the civil government?
